Blue Ribbon Commission

The Blue Ribbon Commission was established by the City Council of El Cajon to research the operation of the ECPAC theater by the ArtsCenterFoundation?.

Members

  • Darrell Priest - Real Estate Developer. Helped with turnover of theater from Christian Youth Theater (CYT) to ArtsCenterFoundation? in 1996/1997
  • James Renner - Commercial Property Owner
  • Gary Lewis - Tupperware Distributor, Accounting background.
  • John Gibson - Involved in El Cajon Towne Center in El Cajon
  • William Rosenbaum - A-1 plastics

Guidelines

  • Subject to the Brown Act. (See http://caselaw.lp.findlaw.com/cacodes/gov/54950-54962.html)
    • Each member must receive a copy of the Brown Act
    • No secret ballots
    • Public attendees must not be required to register to attend.
    • Anyone can record or photograph the meeting, with minor restrictions.
    • Broadcasting must be allowed.
    • Must post an agenda at least 72 hours prior to meeting.
      • Each agenda item described briefly, 20 words or less.
    • Generally, must meet in the area of jurisdiction.
    • Anyone can request to receive the agenda, nominal fee may apply.
    • No discussion or action on any items that are not on the agenda.
      • Emergency items may be discussed, with 2/3 vote of the members.
    • Must provide an opportunity for members of the public to directly address the legislative body on any item of interest to the public, before or during the legislative body's consideration of the item.
    • Special meetings may be called with limited agendas with at least 24 hours notice in newspaper.
    • Emergency sessions may be called without 24-hour rule, such as work stoppage or disaster.
    • Restrictions are outlined for appropriate closed sessions
    • shall publicly report any action taken in closed session and the vote or abstention of every member present thereon
    • May designate a clerk who shall then attend each closed session of the legislative body and keep and enter in a minute book a record of topics discussed and decisions made at the meeting. The minute book made pursuant to this section is not a public record.
    • Other writings are disclosable public records.
    • Major disturbances of the meeting allows the room to be cleared and the meeting continue with only press present.
    • Violations of this section are misdemeanors.
