This is the "Main" web. It is a bit of a misnomer because it is mainly for:

• a repository for user information
• the definition of WikiGroups, used for access control (see also SitePermissions)
• SitePreferences, which override System.DefaultPreferences) and apply to all other webs on the site.
• WebLeftBar - Defines the left bar of each page throughout the site (unless customized for that web).
